Poverty and unemployment are the two main problems of Argentinian economy. Till 1930 the country did not realize the need for the development of human resources. But as the economy started to flourish after the world with the rise of new industries the government gradually started to shift its focus towards the development of human resource policies in Argentina. Companies gradually started to realize the need of new business procedures, new options based on updated policies, training for people in leading positions and improvement of employer-employee relationship and thus development of human resource policies in Argentina began.
The government also focused on the improvement of education system with the introduction of Education System Improvement Program. The objective of this program was to improve the quality of education, efficiency of education system which contributed to the reduction in social inequity by attracting young people from poor families towards schooling. The Program successfully improved the employability of students coming from poor families.
As part of development of human resource policies in Argentina, the government increased the coverage of secondary education, reduced the tendency of dropping out from school, specially among students coming from poor families, reduced the rate of repeaters and over-aged students.

Employers screen candidates' performance in higher education before selecting them for job. People having higher educational credentials, special training and skills are given much more preference. People are recruited in organizations under specific terms and conditions which vary from industry to industry.
