HR Policies in Ecuador

HR policies in Ecuador are to a large extent responsible for economic growth and employment generation in the country. The economy of Ecuador has seen some growth since its dollarization. The distribution of labor force between agriculture and industry is also effected by this change. About one third of the workforce in Ecuador is employed in the agricultural sector. For increasing the number of workforce in other sectors sound HR policies in Ecuador need to be implemented which will attract and increase the count.

Ecuador needs to attract direct foreign investment in the country to increase the number of non agricultural or petroleum industries, so that more and more people can get employment. For this Ecuador needs to improve its educational standards, particularly in the case of vocational training. Also, the percentage of women employees also needs to go up. The labor laws of the country also need to be revived, according to international standards. This will also be helpful in generating foreign investment in the country.

Each year a large section of the workforce goes abroad in search of higher education and better employment opportunities. The government needs to implement policies so that they can reverse this process. This will increase the number of skilled professionals in the country.


Working conditions in Ecuador are not very well specified. HR policies in this regard can be more detailed and flexible. Wages particularly in the manufacturing sectors need to be revised. By certain reforms in recent years, the minimum wages differ according to respective industries.

The social security system again forms an integral part of sound HR policies. The social security system in Ecuador is complicated as the amount of compensatory contribution from wage earners usually differs. Social security system in Ethiopia is run by the State Ecuadorian Social Security Institute. In recent years the institute is facing difficulties in providing pension benefits due to lack of resources. The HR policies in that manner are being affected due to irregular distribution of social security.

The government of Ecuador is trying its best to improve the current HR policies. Many results such as the decision on minimum wages, flexibility regarding issuing of visas and work permits have been beneficial for the economy. Many more such policies are expected in the future which will boost the HR Policies in Ecuador and subsequently the employment situation.
