Human Resource Policies in Uruguay

In the past, one of the main problems that used to affect the economic development of Uruguay and other Latin American countries was migration of educated and qualified people to other developed countries. Lack of infrastructure, low pay scale for workers, lack of employee benefits forced a large number of people to quit their jobs and change their profession. But since 1986 the government started emphasizing on the development of human resource policies in Uruguay.
In the last 20 years Uruguay has concentrated mainly on the development of human resource in two sectors - Agriculture and education and has successfully created a well-educated workforce helping in the economic development. Modification in labor laws, making education cheaper, making provisions for employee benefits in the education sector are some of the most important steps taken by the government to attract people towards employment and education. Therein lies the success of the development of human resource policies in Uruguay. One of the most significant parts of the development of human resource in the country is the change of the government's attitude towards female employment. With the modernization of the country's economy, the rate of women employment has gone up highly.

The human resource policies in Uruguay have been planned keeping in mind the migration issues. The organizations stress on attracting and retaining their employees, payment of justified salary, providing desired benefits to employees. The organizations believe in getting the best possible output from employees by motivating them towards their job. With an aim to create a strong workforce, the organizations specially in the private sector try to place people in jobs they are best suited for.

Recruitment policies: The organizations, specially in the private sector stress on the educational qualifications and training of people while recruiting them in jobs. They look for qualified people who have been part of different management training programs and projects. Placement, pay scale, duty hours and employee benefits vary from organization to organization based on their terms and conditions.

Pension and other benefits : In Uruguay employees are covered under retirement benefits, death benefits, sickness, disability, medical benefits, maternity benefits (for women) and unemployment.

Termination policies: Unsatisfactory performance, irregularity in attendance and indiscipline are the main factors that led to termination of employees in Uruguay. But whatever the reason is, an employee is terminated from his/ her service after serving a notice. In case an employee is terminated from service without a prior notice, he/she may claim compensation from the organization.
