The State Bank of Texas in 1905 allowed the issuance of state charters for banks. To regulate these new state banks, the 30th Legislature created the Texas department of Insurance and banking in 1907. The department of banking headed by a Commissioner of Banking usually inspected each bank at a regular interval through on-site examination.
